These are super easy to put together. They are not expensive to make, and are an excellent present you can give to a friend on a regular Tuesday afternoon.

I have looked up how much they cost on Etsy, and it is so much less expensive to make yourself. All you need is some fabric quarters and a sewing machine. I get my fabric at a local fabric store and find it to be much less expensive then online.
Make Your Own Heat Pack
Start by cutting out 2 rectangles in the size of your heat pack, plus a little allowance for the seam. The white fabric is going on the inside, and the gray star one on the outside.
I made three heat packs. One large, one medium and one small. Each larger heat pack has 2 rectangles, one inner and one outer.
First I put all the rectangles together, facing the inside, and stitched along the three sides, leaving one side open. In case of the smaller pillow, I only stitched two sides because otherwise it would be smaller then I wanted.
When you turn them right side out, this is what they will look like.
Sew the outside edges on all three sides, like in the photo above.
It is time to fill up the heat packs. About half full. I filled my heat packs with rice and lavender. (The reason this heat pack is not stitched on the outside, like the yellow flower one above is because I forgot to do it. :D, I caught up to that mistake later in the process. It is much easier if you do it right away, then forget to, and have to spill all the rice out to do it. I promise.)
Once the heat pack is filled, fold the edges of the open end inside, and pin them together.
Sew the edge shut. (Also, here I caught up to the mistake of not sewing the outside seams.)
I should note that for the smallest pillow, I just did the side seams on the outside. Otherwise it would turn out smaller then I would have liked.
